Overview
MonQcle 2.0 is a cloud-based SaaS platform developed for the Center for Public Health Law Research at Temple University's Beasley School of Law, designed to make legal research, data analysis, evaluation, and publication more accessible and efficient. Digital Avenues modernized the legacy platform with a scalable multi-tenant architecture, improved database foundation, advanced visualization, accessibility compliance, multilingual capabilities, mapping, and secure mechanisms for publishing datasets externally.
The Challenge
The legacy MonQcle application had become technologically outdated and increasingly slow to respond to user interactions. The redevelopment required more than a frontend modernization—it needed a robust foundation capable of supporting multiple organizations, multilingual experiences, ADA-compliant accessibility, improved mapping, external datasets, mobile access, and a modern database architecture while preserving and migrating valuable legacy research data.
Our Solution
Digital Avenues redesigned and engineered MonQcle 2.0 as a modern, cloud-based legal research and data analysis platform. The solution introduced physically isolated tenant data, a PostgreSQL-based relational architecture, customized interactive visualizations, an extensible rich-text editing experience, accessible interfaces, improved mapping capabilities, and dedicated pipelines for securely publishing datasets through external sites, iFrames, and APIs.

Engineering Excellence
The platform uses physical database separation to isolate organizational data while supporting a scalable SaaS model. D3.js powers customized interactive visualizations, while Tiptap was extended to support citation creation directly within research content. A custom ETL solution migrates legacy document-based data into the new PostgreSQL architecture. Dedicated publishing adapters expose selected datasets externally without compromising the security of the core application.
Our Contribution
Digital Avenues led the modernization of MonQcle across application architecture, frontend and backend engineering, database design, multi-tenancy, data migration, visualization, accessibility, authentication, external dataset publishing, integrations, testing, and deployment automation. The team also developed custom extensions and adapters to address the platform's specialized legal research and publishing requirements.
Business Impact
MonQcle 2.0 established a modern and scalable foundation for legal research and public health policy analysis. The platform improved responsiveness and accessibility while enabling secure multi-organization usage, richer data visualization, easier publication of datasets, and more flexible research workflows.
